That lift bridge was originally two lanes, with railroad tracks along side them. The bed of those tracks is now paved walking/cycling trail on either side of the channel, and there are 4 lanes for cars on the bridge structure
I think the reason the ramps are setup that way is to allow the QEW to be diverted if the skyway needs to be closed due to high winds or an accident.
