The ramps are much newer. The road and rail bridges over the channel have a history that can't be guessed. The Skyway was built to alleviate the lift and swing bridges and had a toll up until the early 1970s. It was originally 2 lanes each way... now with the twin they're 4 each.

That lift bridge was originally two lanes, with railroad tracks along side them. The bed of those tracks is now paved walking/cycling trail on either side of the channel, and there are 4 lanes for cars on the bridge structure
