Hmmmm, I don't know why the state would be contributing, considering UC is a private institution...however, the federal government/Dept of Energy granted $150 million to Fermilab and Argonne each for quantum computing science and development, and both are administered/managed along with UC, so perhaps that's where public funds are coming from
