El Paso/the Texas panhandle you could maybe make the case for being in the Southwest, but otherwise Texas isn't really in any region of the country. Its just a big monster all its own thing.

I think that is why the name of the festival works so well. It isn't just Southwest, but South by Southwest. And that is what TX is, a mix of the south and southwest.
