Not 100% but everything is being set in motion. The league's owners approved the $650 million expansion fee, and the Seattle ownership group have filed an official expansion application and paid the $10 million deposit. They oversold season ticket deposits and got over 25k in the first day.
Bettman also confirmed that a Seattle expansion would feature the same rules as the Vegas Expansion Draft.
Barring any major setbacks they should be entering the league around 2020.
