This is very true. Canada actually has a lot of rail projects going on already, and all the large domestic firms have their plates full either with ongoing or upcoming work. Conversely, clearing maintenance / upgrade backlogs is exactly the sort of 'shovel-ready' work that only lacks funds to get going.
