Except that would be illegal, and then there would be no public access to Governor's Island. You're calling for restricting public access and giving it back to the feds.
Again, the feds only gave up Governor's Island based on the following conditions: 1. No residential and 2. The park has to be 100% self-sustaining.
The park costs tens of millions annually to maintain, which has to be 100% supported by commercial development on the island.
