Actually, Andy Loughnane, Austin FC president has been quoted several times as saying any expansion would happen no earlier than for the 2023 season. It's a mid-term goal and not immediate. But, it will happen within the next few years.
There are 20,738 seats (~15,500 season ticket holders) now and roughly 24,000 on a season ticket waiting list. They'll want to turn some those into additional ticket holders as soon as they can.
