They put up some cinder block walls on the second level more than a year ago. (we might be closer to two years even) Things just stopped at some point- the whole southern side of that level is wide open. Maybe they caught wind of a potential development, maybe they just ran out of money
I have loathed that painted cinder block bunker ever since they put it there.

The elevations look good, the cantilever on the Halsted side makes me hopeful that some of the sidewalk is being reclaimed for pedestrians. That intersection can be a mess, and the pedestrian traffic along lake there continues to increase
