I think this is a wonderful idea and iit might allow cities to plan for development better i would think.
The city of Sacramento is allowing kids K-12 to ride Regional Transit for free (which I believe some other transit agencies also allow).
If as a society we can help people with some costs, (Community College, Healthcare and Transportation) it could allow some people the freedom to invest time in other interests and spend money elsewhere in the economy. If KC can do this, that would be awesome.
