Yes, it definitely looks like a casino. The area for the Giant supermarket, could easily be the casino itself and the above hotel. You know, to keep the gamblers comfortable while their cash disappears.
"The River Walk Hotel & Casino," hmmm.. Well, it's a remarkable alternative instead of that barren, isolated parking lot it used to be.
