This.
I have been to so many cities where the university neighbourhood is the liveliest and most interesting place.
In Seattle the 'U-District' is where the University of Washington is located, it has miles of bars, restaurants, parks, theatres, museums, dedicated bike paths, retail, high-density housing, an LRT station and is filled with people on the street at all hours.
How did we end up with this cold institutional place on prime riverfront land that is completely dead after 4 p.m. and can barely support a single bar?
