On our recent trip to Germany there is graffiti all over the place but surprisingly very little in the downtown core where most of the tourist attractions are. More traffic and policed strongly maybe.
With respect to washrooms all public ones over there were pay toilets - 1 Euro - not sure if it would help the issues we have here.
