Methinks the IOC wants to strike while the iron is hot.

They have a credible candidate city and governments supportive of the Brisbane bid. If they wait too long to confirm, the IOC runs the risk of having Brisbane drop out if sentiment changes or the government cools to the idea of hosting the Olympics.

So, by locking in Brisbane now, they've committed strongly. It's hard to back out once you've been chosen as the host city. Has it ever happened?
