I understand what you are getting at, but strictly speaking, brutalism is the architecture of raw concrete (from "beton brut", meaning concrete). Scale isn't so much an element, although many of the brutalist buildings from the '60s & 70s - the university & civic commissions - can be kinda overwhelming. Unless the building is made predominately of raw concrete, it isn't brutalist.
