Those numbers was in 1999
Now It is 10 million inhabitants* for urban area and 12 million metro area* in 2005
* Only the area of 1999 with the population of 2005 It may be higher because the urbanisation and the growth of the size of metro area.
As you see in the Paris map. Paris like London has a also green belt but less inhabitants live outside.
