I walk by the site some weekdays and they are working on the building. It's just slow. They are bringing a portable craned as required. Usually the crane is parked on Brenton for a day or so while they do some heavy lifting.
At this rate they will be lucky to do 1 floor every 2 months. At some point they will need a tower crane back on site.
This is the way they built the smaller 11 story building on South Park. That building didn't have a tower crane. That contractor just parked a portable crane on their site off Brenton.
