That's precisely the point. It doesn't make much sense to compare population within administrative city limits and then claim that a city is more populated just based on administrative city limits. By administrative city limits, then the mayor of Paris could claim that Paris (2,167,994 inhabitants) is 278 times more populated than London (7,800 inhabitants).
