My issue with the Rhodes Tower deck is that it's only 3 sided, and the one view that it cut off is the one view that you want...towards LeVeque. I can verify that it was open to the public as of last April...
Key Tower is the total stunner in Ohio, though the Central Trust Tower in Cincinnati is really nice and under conversion currently.
