Musk's tunnels don't have ventilation (part of the supposed cost savings) so they can only be used by electric vehicles or other emissions-free tech. If Musk can build Tesla buses that provide a reasonable capacity and are durable enough for heavy public use, then I'm all for this... but the Vegas example shows he doesn't really want to do anything except build dedicated underground roads for the fancy cars he already produces.
