My best guess is: it's either a TON of structural cross-bracing necessary to hold the tower up; OR, it's a podium that was added in to make the tower higher but can legally not be used for floor space because they already maxed out the square footage.


Keep in mind that this is technically not a new building, but an alteration or enlargement of an existing one (Steinway)...
