This is similar to what the City of Calgary is considering doing with the Municipal Building, essentially to create a punch-through for Stephen Avenue into the East Village. Unfortunately it's far down on the priority list now though with the Green Line, Victoria Park infrastructure upgrades, Eau Claire plaza/promenade rebuild, Arts Commons rebuild, and museum revitalization.
