The city Buildings Department said the problem uncovered by a special Buildings Department inspector, was "minor."

The issue involved less than 10 welds, of which the largest was a few inches long, according to the Buildings Department. The legs consist of thousands of welds.

According to the Buildings Department, the agency has not received an engineer's report certifying that the welds in the legs have been fixed.

"Keep in mind that all welds in any construction project are fully inspected as required by the New York City Buildings Department. As is the normal course following these inspections, minor remediation to a component is not atypical in this sort of construction project and construction is proceeding," said Nicholas.
