I seriously doubt she confused a new concourse with a terminal since she was specifically calling out a new Customs facility. I doubt that would be part of a new concourse.

To me, it just seems TSMC accelerated the City's future terminal plans and Sky Harbor is probably anticipating more international demand as a result. I would expect direct Asian flights to be announced over the next couple of months? Wishful thinking on my end. I could be wrong though...
