It's complicated... Currently downtown does not have any parking requirements (a no brainer, no city should have such antiquated reqs) but it also does not count parking in a development's floor to area ratio. There was a push at the Planning Commission to get above ground parking downtown to count toward the building's FAR but Downtown Austin Alliance and some in the business community squashed it.

Until we get better transit options and can allow for people to move around better then developers will likely continue to park/over-park their buildings even downtown. Also all of the parking required outside of DT feeds the auto usage of the city as a whole. Excited for the day we can convert all of these spaces into something more useful than machine storage... What a tremendous misallocation of resources.
