I agree Plaza 88 has a lot of room to improve, but I think a lot of its bleakness is just the high vacancy rate of the place and the fact far too many fast food restaurants opened there (making it less a shopping centre and more a foodcourt). I think it still has potential, but it might take more people living/working in the area (which the Civic centre should help with).

If nothing else, it's a super convenient Safeway to pop into on the way home for last minute purchases.
