Oh yes, It's absolutely a crack pipe proposal. It just bugs me that the New Canaan line sits there and can't go anywhere. As ridership grows on the other branches there's the threat of mainline congestion 'crowding out' the NC line. Or at least that's how I imagine it.

Alright, enough fanciful fleecy frufru.
Real news:

Pedestrian bridge for Ash Creek in Bridgeport
Posted on May 31, 2015 | By Bill Cummings

BRIDGEPORT – The state Department of Transportation has approved $3.8 million in funding to build a new pedestrian bridge over Ash Creek.

“The announcement by the Department of Transportation is certainly welcomed news and represents an important step forward for this much anticipated project,” said state Rep. Steven Stafstrom, D-Bridgeport.

The DOT funding comes under the state’s Local Transportation Capital Improvement Program and the application approved was prepared and submitted by the city through the Greater Bridgeport Regional Council.

“Providing a more convenient link between the Black Rock business district and the Fairfield Metro train station will help commuters into and out of the neighborhood, bringing a welcome boost for property values and business traffic,” Stafstrom said.

A pedestrian bridge over Ash Creek would link Bridgeport’s Black Rock Neighborhood via Fox Street with the Fairfield Metro Center.

The project has been in the works for a few years and a priority of the Greater Bridgeport Regional Council and of Stafstrom’s predecessor, ex-state Rep. Auden Grogins.
