The most convincing argument I've heard is that crime is generational. There have been crime spikes and sudden drop-offs in previous eras that usually last 20-40 years.

It seems that something happens, war and its aftermath or great societal upheaval, and violence spreads like wildfire among everybody susceptible to it. Then, the next generation has a backlash against the violence, the older generation ages out of their habits, and crime drops until the next great crisis.
