Step 1, back up the truck with a whole load of cash, offload, and take away a truckload of contaminated soil, Step 2, repeat Step 1 a couple of thousand times. Step 3 find some clean fill and insert a whole lot of imagination. More cash, and then execute the plan. 350 hectares of prime waterfront land does not come available everyday. This would benefit from a community design charette.... And let developers make some money, since it will be their trucks in Step 1.
