A nice illustrative stat. Do you know if there is a target or guideline for this, or comparable numbers for other cities? It seems to be a more useful number at conveying the increased liability for infrastructure due to greenfield development than, say, % of new units or % population growth in vs outside the Greenbelt.
Currently in the
Official Plan the City sets goals for "proportion of new residential dwelling units in the urban area", but because the size of units varies (i.e., number of people per unit, area of units, etc), it doesn't seem to capture as well the ensuing resource burden associated with building on greenfields.
