Do you have a bedrock elevation map of the area? I don't doubt the downtown area is a filled swamp but if you've seen any sort of excavation downtown they usually need to blast past 10 feet. Even if they don't need to blast I bet that soil is very unstable, kind of like the same situation as what Ottawa had with byward and the O-Train. IMO the best option for now is an above ground parking garage with multiple levels or they could add lots of underground parking if they move ahead with the junction.
When they built the new Beer Store on Lorn near Elm, they used a pile driver and there were times when it would fall down quicker than normal.
