Well that's because this is A. not the whole Westside development, only a small part of it, and B. these are not the final designs of the buildings.
That doesn't mean there will be a 2000 foot tower, but I'm sure something in the 1400 range could pop up years down the road.
Once the WTC, Penn plaza and all the other supertalls get built it will spur the development of more supertalls.
