Illinois has 20 counties with a population of 100k or more, and 9 of them aren't in Chicago's MSA or CSA.
Illinois has quite a number of midsize cities, but none of them have the weight to counter Chicago. The largest population area in the state outside of Chicagoland is the Metro East, which are St. Louis' Illinois suburbs. They make up about 1/4 of metro St. Louis.
