I started to make a list but........in this day and age, with new lighting technology, there are very few cities (with a skyline) that wouldn't be in the running for "best". It's much easier to find those few cities that can't compete. Two underperformers I can think of are Boston and San Francisco (for their size). And I am not saying they are bad.......just not as spectacular as the others.
