Just replacing the existing building with a glassier one doesn't the address the fact that an indoor mall has not been successful on the site, or address the fact that the historic Tin Building that is shoved up against the FDR or address the lack of outdoor space on the south side of the pier. IMO a roofdeck on top of the building would diminish the vibrancy of the pier, by poaching activity from the bottom of the pier and placing on top of the building. Ignoring the tower, I thought the openness of the building footprints in the previous SHoP proposal was much more compelling.
