That isn't any available in the area. There is very limited surface parking (and getting more limited). The only indoor parking around would be below Condo buildings, and those I believe would only be available to tenants.
Even if they put some U/G parking below the West addition to the pumphouse as the article states, I can't see there being room for much more than around 20 cars or so, spread out over a couple levels. Maybe they want to get creative and use an automated parking system, but either way - parking is stretched thin around there.
