Interesting. I've never heard of a board higher than a city council when it comes to urban local development. Where I'm from, if a developer believes that a project (usually a rezoning) was rejected illegally, they take it to the courts.

So, I take it that the Ontario Municipal Board is some kind of provincial agency, or is it a direct committee of the provincial legislature?
