Well, there are two separate issues here:
1. The Federal role in all transit funding
2. The Federal role in DC transportation.
Like it or not, DC is a special case. I'm not going to comment on the specifics of Hoyer's idea, but DC has a lot of special circumstances that no other American city has to deal with.
