If one is talking about cultural regions or in economic terms, then the US and Canada are in one grouping and Latin America is the other. Big companies, for instance, that run their business along some geographical split will have a “North American” division in the US and Canada and manage Latin America, including Mexico, separately.

If I was to follow your example if a company has a European office in London, and an Eastern European office in Poland, then Poland is not considered a part of Europe proper, only a part of Eastern Europe.
When Texas and California were part of Mexico, were they no longer in North America because most of the populous spoke Spanish?
