Well, virtually all projects are submitted to the public hearings, so people who live or work in the vicinity of development site can give their inputs; and accordingly to the law, all inputs/inquiries/remarks shall have to be answered officially.

In fact, it is wery not often when projects are cancelled or greatly modified due to these hearings; so they can be assessed as mere formality; moreover, sometimes it is good, that they are formality, because of degradation of hearings to a simple brawl (like it was for "Kozhuhovskaya" station, when people living in the appartment block nearest to the station entrance have said "nah, if this station is near us or not to be built, we're choosing that it shant be built" and other people living in the neighbourhood had rather hothead reaction to this position).
