That's the
Amestoy Building (1887-1958) at the NE corner of N. Main and Market Streets. It was purportedly the first office building in L.A. to have an elevator. Across Market was the venerable United States Hotel, which you posted about here previously.
It amused me to find this building referred to in the USC Digital Library as "
Ames Toys".
