I think the film industry in Manitoba is a good economic contributor, but a great way to add "sizzle" to the economic portfolio. People inside and outside the province may not get excited by the announcement of a new facility for handling oats, but they will get excited about the news of a new film or TV show being filmed here. Same with the Ubisoft office; maybe not many jobs in terms of the "big picture" but an exciting name to add to the list of businesses having success in the province.
