F1 began F1TV a few years ago which is essentially what you describe. Archived races, all sessions live or on demand, multi-language support, no-commentary audio channel, driver-specific video feeds, and live stats and data tracking. It's far better than watching on TSN, and IIRC TSN's contract is up at the end of 2021 so there's been some discussion on whether or not TSN will re-up or let the rights pass.
