Originally I think the plan was for an early 2013 construction start. It is really too bad that so much time has elapsed between Bishop's Landing and this new project. Hopefully the next building won't have to wait until 2030!
As for the design, this looks pretty preliminary. I think it's okay but it is bland. My guess is that the final building will look quite different from this rendering.
It will be interesting to see what effect this has on the Bank of Canada project. Will Southwest push that one off until this one is completed? It would be impressive to see 2 large apartments go up at once but I am not sure all of those units could be absorbed at once. BoC is something like 250+ units.
