was proposed, "considered" and dropped. I'm pretty sure that when the Confed Line was first announced everyone was asked about this and they said it wouldn't be done (actually I think some City people said "couldn't", because that's how they roll), and that the tunnel wouldn't be built in such a way that would allow it to be (easily) added in the future.
