That picture is of Humber Bay which is probably the most "suburb in the sky" of the major secondary skylines given its location and current connectivity to the core.
It's sandwiched between the freeway and the Lake, so it feels pretty isolated to me. It does have a streetcar line running through it connecting to downtown and the commercial Lakeshore strip to the West. It has little-to-no attractions of its own though. No urban amenities to keep people in the area as opposed to driving somewhere else.
Big plans were recently revealed for the area which include a GO Station and some much needed public spaces.
