Well when Merrill Lynch was looking for a building, they would have needed more office space, hence the 100 more feet
As for if it's still possible, if probably physically is, but I remember that for Merrill Lynch, they had proposed turning the tower 90 degrees. Obviously that hasn't happened, and I highly doubt that they would add any more to the tower anyway.
