I think a lot of people don't realize how much of a waterfront city DC is. The "rivers" are tidal extensions of Chesapeake Bay and connect directly to the Atlantic Ocean. I guess for many years there wasn't any kind of development along the rivers except close to Georgetown and around the Tidal Basin.
