Every building that has had the title of world's tallest since the birth of the skyscraper had an observation deck high up when they first opened. This is every building ranging from Philadelphia City Hall to the Burj Khalifa. You can imagine how popular an attraction an observation deck would have become if this building was building was built in the late 1990's or early 2000's.
