Ha! To some extent, maybe... general shopping trends have killed numerous malls all over North America. But a lot of the problem here is that the inner greenbelt was never built with good density to begin with (often much less than newer suburbs). Aside from a few rental towers, most of the areas around these smaller shopping malls are low-density single-unit detached homes - hardly a recipe to support a thriving retail district.

100% agree. Not sure where these "mature areas inside the greenbelt that had lots of room" are exactly. I agree there is available space, but there hasn't been any kind of large-scale infill development in old Nepean other than a few condos, so there has been no choice to be made.
